Bind tefillin upon your hand and head sometime during the day (except Shabbos or Yom Tov), preferably in the morning when saying Shema and praying. Kosher tefillin may be purchased (or borrowed) from a reliable sofer (scribe) or at a Jewish bookstore.
"Bind (these words) as a sign
upon your arm and let them be ornaments between your eyes." - Deuteronomy 6:4-9; 11:13-21
The straight-forward meaning (Deut. 11:18), is that the
tefillin of the head should be worn with the readiness to
dedicate our intellect to Hashem; and the tefillin of the arm
should be worn on the arm, opposite the heart, testifying to
our ideal of subjecting our desires to Hashem's will. The
tefillin of the head is called an ornament (Deut. 6:8) because
it displays for all to see that the Jew considers this sign of
devotion to Hashem to be his adornment. It has four
chambers for its scriptural:
"...the tefillin equip you for the battle of life and beckon you
to victory." - Horeb 276
Tefillin are idealy worn while praying the entire shacharis
service. Out of respect for the tefillin they should be placed in
a tefillin bag that both protects them and demontrates the
value we place on this mitzvah. Tefillin need to be checked
periodically to ensure the parchment inside have not
detererated and are therefore still kosher.
